    • Five Values

    Layer 2 Observation Project #010

Reading SMFG’s Human Capital Strategy Through Its Annual Securities Report

As human capital management gains increasing attention, how are companies actually designing the organizational environment?

In this series, I observe what I call Layer 2 (the organizational environment) by reading only the officially filed Annual Securities Reports of Japanese companies.

    ① SMFG’s Vision

Sumitomo Mitsui Financial Group (SMFG) has established a new vision:

“A trusted global solution provider originating from Japan.”

Under its Medium-Term Management Plan beginning in FY2026, its basic policy is to:

“Aim higher and boldly take on transformation.”

Its human capital strategy focuses on three priority areas:

    • People
    • Culture
    • Systems

Through these areas, SMFG aims to build an organization that is resilient to change and continues to embrace challenges.

    ② Positioning of Women’s Development

In the Annual Securities Report, diversity management is positioned within “Culture,” one of the priority areas of SMFG’s human capital strategy.

SMFG describes diversity management as part of building:

“teams that are resilient to change and continue to embrace challenges.”

It has also established a Diversity Management Promotion Committee, chaired by the Group CEO with the Group CHRO serving as vice chair, to discuss initiatives across the Group.

However, in the human capital disclosures I reviewed, I could not identify detailed information on:

    • The current proportion or targets for women in management
    • Development initiatives for female management candidates
    • Mechanisms supporting women’s career development
    • The talent pipeline from recruitment through management and executive leadership

    ③ Layer 2 Design

    Work Environment

    • Creating an environment where employees can work in a healthy and engaged manner
    • Building workplaces where diverse talent can demonstrate their capabilities
    • Continuous monitoring of employee engagement

Detailed descriptions of specific arrangements such as flexible working, remote work, and childcare or caregiving support were not identified in the human capital sections reviewed.

    Learning Environment

    • Development support tailored to roles and stages of growth
    • Support for self-directed career development
    • Structured development programs from executive candidates through senior leadership
    • Development of specialized talent through graduate-school programs and participation in external organizations

    Career and Talent Deployment

    • Talent acquisition aligned with business strategy
    • Monitoring the quality and quantity of talent
    • Strategic deployment of talent to priority areas
    • Continuous monitoring of talent sufficiency by business
    • Increasing diversity in decision-making positions

    Management

    • SMBC Group Human Resources Policy
    • Explicit articulation of “Professional,” “Teamwork,” and “Challenge”
    • Shared Five Values
    • Diversity Management Promotion Committee
    • Employee engagement surveys

④ A Phrase that Caught My Eye

This time, there was no single phrase that made me stop.

In the companies I have reviewed so far, disclosures on developing women in management have generally included at least one of the following: a target, an identified challenge, or a specific initiative.

In SMFG’s Annual Securities Report, however, I could not identify, within the human capital disclosures reviewed:

    • The current proportion of women in management
    • A target for women in management
    • Development programs specifically for women
    • Specific mechanisms supporting women’s career development
    • A female talent pipeline from recruitment through management and executive leadership

The report does state that diversity management is positioned as “a growth strategy in itself.”

Yet I could not find a specific statement about women’s development that made me stop and think.

This time, the absence of such a phrase became an observation in itself.

    ⑤ My Observation

SMFG organizes its human capital strategy around three priority areas:

    People, Culture, and Systems.

It also positions diversity management as “a growth strategy in itself” and has established a Diversity Management Promotion Committee chaired by the Group CEO.

In words, diversity is clearly positioned as a management issue.

And yet, compared with the other companies I have reviewed, I found the specific disclosure on women’s development surprisingly limited.

At what stage of the pipeline are women underrepresented?

What does the company identify as the challenge?

Through what mechanisms does it intend to develop women managers and future female executives?

I could not see that progression in the Annual Securities Report.

Of course, this does not mean that SMFG is not working on women’s development.

Initiatives may exist in other disclosures or within the organization itself.

But when I limit my observation to the company’s officially filed Annual Securities Report, I found it difficult to see women’s development being advanced as a concrete, high-priority management issue.

Until now, I had thought that differences between companies appeared primarily in what they chose to say.

SMFG made me wonder whether what a company does not say may also reveal something about its current priorities and approach to disclosure.

⑥ The Thinking Behind Layer 2

    SMFG appears to believe that:

people become a source of organizational strength through culture and systems.

However, I could not determine from the Annual Securities Report how those elements of culture and systems connect specifically to the recruitment, development, deployment, and promotion of women.

For that reason, I could not clearly identify a distinct Layer 2 philosophy regarding women’s development from this report.

Rather than forcing an interpretation, I want to preserve “I could not identify one” as the observation itself.

    ⑦ Statutory Disclosure Indicators

    FY2025 Annual Securities Report

    IndicatorFigure
Women in managementNot confirmed in the sections reviewed
Men taking childcare leaveNot confirmed in the sections reviewed
Gender pay gapNot confirmed in the sections reviewed
Employee engagement scorePolicy to maintain 70 or above

SMFG has established human-capital-related KPIs, including Human Capital ROI and a Human Resources Policy Score. Specific figures and progress are expected to be disclosed from the fiscal year ending March 2027 onward.

At Women Impact Studio, we observe both Layer 2 (organizational environment) and Layer 3 (individual decision-making). We use RUMIOS to make Layer 3 visible.
