「Make the world shine “おいしさと楽しさ”で、世界に輝きを」
「shine AS YOU ARE」

Layer 2 Observation Project #012
Reading Asahi Group Holdings’ Human Capital Strategy Through Its Annual Securities Report
As human capital management gains increasing attention, how are companies actually designing the organizational environment?
In this series, I observe what I call Layer 2 (the organizational environment) by reading only the officially filed Annual Securities Reports of Japanese companies.
For this observation, I reviewed the 101st fiscal year’s Annual Securities Report (FY2024), rather than the report for the 102nd fiscal year (FY2025), as the former is the latest finalized report available for this analysis.
① Asahi Group’s Vision
Under the Asahi Group Philosophy, the Group states its purpose as:
“Make the world shine.”
Its long-term strategic concept is to respond to evolving well-being through deliciousness and enjoyment while contributing to a sustainable society.
To achieve this, Asahi positions the advancement of human capital as one of its strategic foundations, alongside the integration of sustainability into management.
② Positioning of Women’s Development
Women’s advancement is positioned within DE&I under one of the three pillars of Asahi’s human capital strategy:
“Cultivating the desired organizational culture.”
The Group’s common DE&I message is:
“shine AS YOU ARE.”
Asahi has also set a target of at least 40% women in senior leadership by 2030.
To achieve this, the Group is developing guidelines covering HR systems, promotions, training, and recruitment.
The advancement of human capital is also linked to executive compensation, with part of the medium-term incentive for internal directors determined by social-value indicators.
③ Layer 2 Design
Work Environment
- Global Safety & Well-being Council
- Global S&W Vision
- Regional sessions to embed and reinforce S&W
- Group-wide structures supporting safety, health, and well-being
Learning Environment
- Global Leadership Competency Model (GLCM)
- AGP, Kando, and Supply Chain Awards
- Sharing best practices across regions and globally
Career and Talent Deployment
- Global talent reviews
- Succession planning for key positions
- Global mobility policy
- Global grading
- Cross-border and cross-regional talent deployment
Management
- Global HR meetings
- HR committees at regional headquarters
- Management appointments and succession planning
- Guidelines for promotion, training, and recruitment
- Ongoing monitoring of women in senior leadership
From the work environment to leadership development, talent deployment, and succession, Asahi appears to be designing Layer 2 through common global structures.
④ A Phrase that Caught my Eye
“Cultivating the desired organizational culture.”
The word “cultivating” caught my attention.
The original Japanese word, josei (醸成), carries a sense of something gradually developing over time. Its roots are also associated with brewing and fermentation.
Asahi Group has its origins in the beer business.
Perhaps the choice of this word is simply coincidental.
But it felt remarkably Asahi-like to me.
Organizational culture does not change immediately because a new system is introduced.
HR systems change.
Leadership behavior changes.
Employees’ experiences change.
As those changes accumulate, the atmosphere of an organization gradually begins to shift.
Not simply “changing organizational culture,” but “cultivating the desired organizational culture.”
The wording itself made me think about an underlying belief that people and organizations change over time.
⑤ My Observation
What I noticed in Asahi Group’s Annual Securities Report was that rather than simply increasing initiatives specifically targeted at women, the company appears to be creating an environment in which people and organizations can grow over time.
The Global Leadership Competency Model establishes a shared understanding of leadership.
Global talent reviews continuously examine succession for key positions.
Global mobility creates opportunities to gain experience across countries and regions.
And to increase women in senior leadership, Asahi is reviewing the guidelines governing HR systems, promotion, training, and recruitment themselves.
The target of at least 40% women in senior leadership by 2030 appears to sit at the end of this broader environment as an intended outcome.
At the same time, there are significant differences in the proportion of women in management across Asahi’s major Japanese companies.
Asahi Group Japan stands at 22.5%, while Asahi Breweries is at 9.4%, Nikka Whisky at 4.9%, and Asahi Soft Drinks at 10.3%.
Creating a common Layer 2 across the Group and having that environment become embedded in each company deeply enough to change the actual talent pipeline are not the same thing.
That brought me back to the word “cultivating.”
Creating a system is not the end.
People’s behavior changes within that system.
Experiences accumulate.
The atmosphere of the organization changes.
Eventually, those changes begin to appear in the composition of its talent and leadership.
Asahi’s Annual Securities Report gave me the impression that Layer 2 is not something to design once and consider complete.
It is something to cultivate over time.
⑥ The Thinking Behind Layer 2
From this Annual Securities Report, Asahi Group appears to believe that:
“People and organizations change over time when the right environment is continuously cultivated.”
Build the HR systems.
Create opportunities for experience.
Develop leaders.
Deploy talent.
Repeat those processes while gradually cultivating the desired organizational culture.
Asahi Group appears to design Layer 2 not as “a system for changing people,” but as “an environment in which people and organizations can thrive over time.”
